Rate limits and quotas
A rate limit and a monthly quota are different conditions and are reported separately.

Rate limit
A short-term limit on request frequency. The response says when to retry when that information is available.
Plan quota
A monthly allowance defined by the Commercial Platform per metric: crawl pages, API requests, MCP requests, visibility runs, connector calls and action calls.
Cost ceiling
Each plan has a monthly cost ceiling. Reaching it pauses the metered capability without affecting your public presence.
